We’ve been running into the problem with enabling Location Services. The toggle on non-admin accounts is grayed out and disabled unless explicitly enabled in a local administrator account first. We use the “Configure Windows Location Services” deployment with “LocationServices” set to Allow.
This is across every client of ours, and doesn’t matter if the machines are domain joined, intune enrolled, or local accounts only. We’ve also verified there are no registry keys blocking this.
