MakeDefaultPDFHandler is failing with Configure UCPD set to false in the same deployment

I am deploying Acrobat Reader and setting MakeDefaultPDFHandler to true. I saw that it said this message:

Global script ‘Configure Adobe Reader Combined Script’ had a terminating error when run in Set mode

Create a deployment for “Configure UCPD” to disable the User Choice Protection Driver

so I added Configure UCPD (User Choice Protection Driver) and set it to false to disable it. I ran both of these again during onboarding and MakeDefaultPDFHandler failed even though Acrobat Reader installed and Configure UCPD (User Choice Protection Driver) was successfully disabled.

When I ran the deployment to install Acrobat Reader again, it was compliant for the install and also passed the configuration and MakeDefaultPDFHandler was set.

After testing onboarding several times with clean installs, with Adobe Acrobat/Reader and Configure UCPD (User Choice Protection Driver) both deployed in the same deployment, MakeDefaultPDFHandler will fail, but will succeed when Adobe Acrobat/Reader is ran Adhoc afterwards.

Is this maybe because Configure UCPD (User Choice Protection Driver) is being disabled after Adobe Acrobat/Reader is deployed?
